The Dy. Registrar of Cooperative Societies,
Thane City,
Thane.

CC : The Revenue Minister, GoM
Shri Chandrakant dada - with request to help me in the matter.
CC : The Cooperation Commissioner, Pune.

Dear Sir,

This has reference to the various Complaints lodged by me regarding the functioning of Saket CHSL, Thane West.

In continuation of those earlier letters, I am giving you 16 valid reasons for setting up an inquiry cum Inspection of the functioning of Saket CHSL, Thane West.
1) Saket CHSL is a single Society of 24 buildings, 672 members and a yearly turnover of appx 2 crores.
2) The Society is ravaged with infighting and lacks a competent set of office bearers.
3) The Society has been flouting the byelaws and the provisions of the MCS Act regularly.
4) The Society flouted the State Govt directive of holding a special general meeting before February 20, 2017 to educate and aware people about the need to increase voting by not holding the meeting. The Society Auditor has also not mentioned this in his Audit report as required.
5) The Society and it's Statutory Auditor failed to get the accounts audited before July 31, 2017.
6) The Society manipulated the notice of the AGM and put it up before the accounts were audited and finalized.
7) The Auditor has written a nasty Special Report about the Society functioning and management and  the same has been submitted to you.
8) The Society management (office bearers) spent a staggering sum of RS. 46 lakhs on routine Repair and Maintenance without any sanction/ permission of the General Body and Managing Committee. The said paper has been submitted to you.
9) The Society management has written off a sum of RS 7.03 lakhs from members outstanding dues without any details or sanction.
10) The Society management rotates office bearers without permission of the State Election Authority, every year.
11) The Society management has not maintained any of the Statutory Registers required to be maintained. This is included in the Auditor's report.
12) The Society management has not yet taken the GST registration number.
13) The Society management has not maintained and deducted TDS nor filed returns properly.
14) The Society management has not filed Audit Rectification Report in O form since 2013-14. The minutes regarding the same have been submitted to you.
15) The Society management has no prudent parking policy and there is a lot of disgruntlement amongst members about the same.
16) The Society management has not filed IT returns since 2013-14.

I have noted the salient reasons above for the need for you to set up an inquiry cum Inspection.
Trust that you will take my complain as a whistle blower and do the needful in the matter at the earliest.
