How to prepare maintenance bills of cooperative housing society in Mumbai: 1. Bye Law No 72 mandates the Secretary of the society, to  prepare demand notice in respect of the charges of the society payable by members on the basis of the bye-laws-law No. 71(a) and issue the same to all the members on or before the date fixed by the Committee. 2. Charges of society as listed under Bye Law No 68 are mainly of four types a. Payments to BMC – Property taxes & Water charges b. Contribution to funds-Repair fund & Sinking fund c. General maintenance expenses – power, staff salaries, security services, insurance etc. d. Recoveries from members – NOC on rented flats, Parking , Interest on delayed payments Ideally demand note should list out charges under these heads for members’ understanding of what they for what they are consuming. My colleagues in the Managing Committee, The definition of ‘Associate Member’ in a co-operative housing society in Maharashtra has undergone change in the recent 2014 Model by-laws (“New By-laws”) published by the Commissioner for Co-operation and Registrar, Co-operative Societies (“Registrar”). An associate member is defined to mean “a member who holds the right, title and interest in the property individually or jointly with other but whose name does not stand first in share certificate”. However section 2 (19) (b) of The Maharashtra Co-operative Societies Act, 1960 (‘the Act’) defines associate member to mean “a member who holds jointly a share of a society with others but whose name does not stand first in the share certificate”. The definition of associate member in Model By-laws published by the Registrar in the year 1984, 2001 and 2009 (‘Old By-laws’) is identical to the Act. April 8, 2017 श्री सुहास देसाई साहेब, मा. नगरसेवक, वॅार्ड क्र १०, ठाणे महानगर पालिका, ठाणे  महोदय, Sub: Reminder for Pay and Park Plaza in Saket Parisar. साकेत परिसराचा सर्वात मोठा प्रश्न हा पार्किंग चा आहे. Renovation and proper maintenance of the Children's Park and Nana Nani Park in Saket Parisar

Respected Sir, Thane Municipal Corporation has built two beautiful gardens in Saket Parisar - Children's Park and Nana Nani Park. When they were built, both the gardens were a place of pride for the area. However, over the years, due to lack of proper maintenance and irregular watering of plants - these gardens are in a sorry state as of now. Most of the plants have died or destroyed - the play equipment fixed has also been damaged due to lack of proper maintenance and of late hooligans and street urchins have started frequenting the place making it unsafe for children and women. We request you to kindly look into the matter and give necessary instructions to the concerned to renovate and refurbish the gardens. Issuing maintenance bills to members

April 14, 2017 The Hon. Secretary, Saket CHSL, Thane  Dear Sir, People of the society are clueless as to why and under whose authorization and without consulting or informing the Managing Committee, the society management has stopped issuing maintenance bills to members. Byelaw no.70. clearly states that: The Secretary of the Society, shall prepare bill/demand notice in respect of the charges of the society payable by members on the basis of the bye-law no. 69 (a) and issue the same to all the members on or before the date fixed by the Committee in that behalf. Every member of the Society shall pay the amount mentioned in the bill/ demand notice in full within such period as may fixed by the Committee. In view of the above, the society management decision not to issue bills is a clear contravention of the byelaws. You are requested to immediately issue the Maintenance bills to all. Respected Sir, At the outset, we would like to compliment you on your govt’s bold decision to legalize all illegal buildings in Maharashtra up to December 31, 2015’ While welcoming this decision, we would like to point out to you that there are over 25,000 buildings in the Mumbai Metropolitan Region that do not possess Occupation Certificate (OC) but have been occupied by residents for the past 10-15 years.  There may be many more in other urban cities in the state.
